The goal of the human capital initiative is to bridge the gaps between workplace experience and the Post-Secondary system in British Columbia, thereby serving The Institute’s provincial mandate to build economic capacity for British Columbia. Advanced Placement & Prior Learning (APPL) is a non-traditional approach to translate training and experience to Post-Secondary Education. APPL is an outcomes based approach that looks at an individual's training and experience as a block, and compares it to the outcomes expected of an individual who has a certificate, diploma or degree.

The research centre of excellence in Sustainability, Infrastructure, Tranportation and Environmental Economics. The centre focuses on applied research for small and medium size businesses in BC. It is also the home of the Human Capital Initiative. This includes the Legion Military Skills conversion program, the First Responder program and the McDonald's program.
